I think in this case it's fake. But if you ever watched "Into The Blue" with Jessica Alba, in the "making of" segment they talk about how the tiger sharks were real, and the wrangler had a thin filament line attached to the tails to keep them from getting too close to the actors or just swimming away.
Needless to say, the actress in that scene wasn't too happy about it.
