Not that I'm aware of. Just a logical structure for the roads to serve the various plots of land I guess.

It takes years or even decades to fully build out a development on that scale. Palm Jumeirah started construction in around 2002 and even now it's maybe 80-90% developed, still empty plots available for residential and commercial.
