Legal drinking age is 20. Though they are much less strict in enforcing that particular law than in the USA.

a quick note:
bear in mind that almost everywhere that serves alcohol also allows indoor smoking
that said basically every bar will be playing it
there is a restaurant in shinsaibashi, maybe a 5-10 minute walk from the famous bridge, called Viento that is family friendly, has amazing food, good drinks, and the owner speaks English quite well as he lived in England for a number of years. most of his staff can attempt english and wont be dicks to you.
also monday is a national holiday so its gonna be busy as fuck everywhere
