I'm thinking he may have something along the lines of muscular dystrophy, with a lifelong under-development in his legs, which do seem a little out of proportion.
If he's spent most of his life on crutches or in a chair, his upper body strength would wind up disproportionately high, and the low muscle mass in his legs would bring his overall body weight down as well as shift his centre of mass (usually around the belly button in men) a little higher, too.
If you've spent your life using your arms like they're your legs, you wind up with some pretty fckn beefy arms.
