Fascism is about using collectivism and force to get people in line with your way of thinking. A great example of this is the videos of people literally attacking people for not wearing masks. These things are in direct contradiction to conservatism and/or small government. Hitler was not a conservative, nor was Mussolini. These are communist lies and propaganda to make their enemies, because Hitler wasn't left enough for them, sound evil to Westerners.

Well, for a start: not belittle the advice on face masks, social distancing and similar practices designed to reduce the spread. That's a pretty simple one. That would stop the state authorities who were trying to ingratiate themselves to him from adopting similar policies. Simply treating it honestly and fairly as a public health issue, and not seeking to weaponize it as a somehow partisan issue.
