I think everyone is. In my opinion grouping, groupthink and association is basic human (slash animal) behavior. Especially in an enviroment where resources are scarce. Appearance comes first and then a cultural connection. It doesn't mean that there aren't exceptions to this and that societies haven't been growing regarding these kind of mentalities, but i still think it's basic human behavior.
Regarding this type of behavior we've over the last few years seen the emphasis being put a lot on white people and their behavior, but almost all societies have this same system in place. There is always a dominant group trying to impose power on groups that are less in size (and mostly differ both appearance wise as culturally). Just look at Hindus in India or the Han Chinese in China.
