a mall will go bankrupt before allowing a retailer to come in at an affordable rate... Thats just how commercial real estate works.
 
Only the best performing malls will survive.

The new thing is densely built, stick (2"x4"@18" gap, wood frame/not built to last) apartment living on top of shopping/dining establishments. This is generally a way of keeping people from commuting to the main downtown of a larger city. It'd be one thing if they were building the places to last.

The rest will be bulldozed for building SoDo SoPa/CtPaTown like establishments or public colleges.
