Japan's top government spokesman said Thursday that a North Korean threat to sink Japan with a nuclear bomb is "extremely provocative and outrageous."
A statement from an organization called the Korea Asia-Pacific Peace Committee attacked the United States for leading a push for stronger U.N. sanctions against North Korea, and railed against Japan for backing the U.S. campaign.
"The four islands of the (Japanese) archipelago should be sunken into the sea" by a nuclear bomb, the statement reads in part. It was distributed by the Korean Central News Agency, the state news service.
North Korea often issues bellicose threats that it doesn't actually carry out. But Japan's Chief Cabinet Secretary Yoshihide Suga, responding to a reporter's question about the North Korean dispatch, said the statement "significantly escalates tension in the region and is absolutely unacceptable."

The NK leadership (not just the various 'supreme leaders' over the years, but their senior commanders in the military and internal political world) basically use the whole thing to shore up their own power base, keeping the internal shit in check. A 'show of force' is needed every now and then to remind everyone (within and without) of just what the possibilities are. It's much the same brinkmanship that went on during the cold war.
As the old saying goes, there's nothing like a war to shore up support for the incumbent leadership. Same goes for the threat of war. Any crisis, really - look at Trump's approval ratings stop their slide during the hurricanes. If they can manufacture some insecurity among the populace, they reinforce their support.
The support for the reigning family in NK isn't as iron-clad as it might seem from the outside, especially through all the propaganda. There's always factions working away and there's always going to be someone there with a ready knife waiting for an opportunity to take control. That they've managed to hold on this long is frankly pretty amazing. Lil' Kim is still relatively new to the post, and is basically flexing his doughy little muscles to scare the folks away.
