I try to play on 16 man arena servers when I pub, but there are 26 man servers too. If you were asking about comp, I have never played tf2 comp but I think teams would be 6v6 for arena.

arena on TF2 is awesom, beats capture the flag which is boreing for this type of game, though payload isn't to bad if the respawn is set right.
