I read a little bit about the bill you linked - was it even passed? here is a democratic amendment to the bill that was removed by republican orrin hatch - more of the same from the actual conservatives in office (not tea party wannabes):
Reforms to Nonimmigrant Visa Programs[edit]
The bill makes numerous reforms to nonimmigrant visa programs, including the H-1B, L, student visa, visitor visa, and H-2B programs. The reforms are designed to in some cases make the programs easier to use, and also to enhance the systems used to monitor compliance by nonimmigrant visa holders with the visa requirements.
The annual cap on H-1B visas is increased substantially (from 85,000 to 205,000), but additional recruiting requirements are added that require positions first be posted on a government website for 30 days and offered first to qualified U.S. workers. The Department of Labor is given greater authority to review and challenge hiring decisions. Technology firms are lobbying against these provisions of the bill, arguing that it creates unwarranted governmental intrusion into internal hiring decisions and hampers the companies' ability to attract the most qualified employees from abroad. Senator Hatch of Utah has introduced an amendment that would remove these requirements

That was pretty much what our country's fathers end goal was when they were writing the constitution and bill of rights. I'm pretty sure you have probably read most of the federalist and anti federalist papers which both contributed to our constitution as we know it. That's why no where in the constitution you will find any reference at all to any specific religion. They wanted the best and brightest and economically richest the rest of the world had to offer

because your ideas should probably be funded with your own money, your own effort, or through the fundraising of others who also subscribe to them

This week President Obama took unilateral executive action — again — to change the nation's immigration laws. Almost no one noticed.
Obama intends to make it easier to bring more foreign guest workers to the United States — likely at significant cost to workers already here — by loosening the rules governing something known as the L-1B visa program. Under the program, a multinational company with offices in the United States can move workers from abroad to live and work in the U.S. for as long as five years in what is known as an intra-company transfer. I read this article. It's pretty funny on how the authors barely insinuate that it might be due to third world immigrants. It's quite obvious that the researchers are deathly afraid to put more of an emphasis on that conclusion.
