Good question. I'd say there would have to be some (at least) distant chance for success before it's an actual insurrection. There were a million people there and only something like 6 dudes got charged with seditious conspiracy.

Completely subjective. It's very clear that it was a failed insurrection. In my opinion it requires only intent. There were hundreds scaling walls etc. Just seems that only the hardcore few didn't shit themselves when they got inside.
I think an insurrection technically requires conspiracy. It has to be organized with the intent to overthrow. Only a handful of people were charged with conspiracy. What you're watching on video is mob mentality.
