Caching an HDD to SSD to RAM (eg, what PrimoCache can do) can effectively make your spinning disk HDD faster than an SSD, albeit with a few caveats.

2133Mhz is the maximum my motherboard’s memory controller can support!

Also, I use an XMP profile in my BIOS to force the RAM to its clock speed. Is that enough over clocking for you?!

All in software.

Intel did a similar thing a few years back in firmware (minus the RAM functionality) but it's a lot more restricted - Intel RST (Rapid Storage Technology), but it's been a feature of enterprise storage solutions for ages.

No chips needed, it's hardware agnostic:
PrimoCache - Excellent Software Caching Solution to Accelerate Storage

Free download & trial version, full license is only like $30 or something, stupid cheap for what it does. Absolute no brainer IMO.
 
I just vacuumed the insides today and replaced the cmos battery. Added 5% to card clock timings and I now have 20 more fps in cine bench.
