Societies, like the ones in your head, don't work because the current world doesn't support it. Even if you had an all-white country, people would want to come in that aren't white or just don't share the same culture. Welfare and socialized anything would get abused eventually. As we know, the better the life the countrymen have, the more likely they will feel guilty and let emotions and empathy for outsiders increases. More importantly, the more people wouldn't want to contribute.
