WinXP, sp1, IE6, and animated GIFs

Ok. I reformatted my computer about 2 months ago. I re-installed Win XP Pro and Sp1 right off the bat. Everything is working fine, but I have never been able to get Animated GIFs to work properly (like these forum smileys) and I can't load up certain sites (http://www.homies.tv and http://www.undergrads.tv). Anyone able to offer me some insight?
 
yes, it is installed and I run it most of the time. Although even when I have it off I still have the same problems.
