Ultimately, the buck stops with him when it comes to oil regulation, but sometimes it takes a tragedy like this to shift the spotlight where it needs to be shined in the midst of countless other pressing issues.

And where does it need to be shined? It seems like it needs to be shined on the governments regulations and why protocols werent followed.
