mouse wheel bound to keyboard key

is there a program that allows the mouse wheel scroll to be bound to a key on the keyboard?

I bound mine to F5 using Logitech's program.

I've done the samething with the clicky part of the wheel but I want to to bind the scroll part to a key. Like when I scroll up it would be the same thing as hitting F9 or something.
