Looking for some insight on the new PvE complex system.

I read all the patch notes on the new system but they're vague at best, anyone know of a detailed review of the new system and how it will work/best ways to find the new randomly spawning encounters?

There's no change. Static complexes(other than COSMOS) have been moved in to the exploration system, but finding them via exploration is the same as finding any other complexes.
 
Static complexes from level 5 and up (I think, could be 6) now move within the constellation they're in.

So all those 10/10 complexes arent gone forever, to roam the region they're in. Reason for this is ccp realizes that tons of infrastructure went up around these 10/10's (think cloud ring's 10/10 system that G setup for a while, then d2 took over for a while till goons grabbed it)

So, about once a week, or less when they're found, a complex will move within a constellation, preventging RA clones from whoring it out (or 'sploiting it)

Now, whether the 10/10's are part of exploration, and require you to uncover, and slowly work up, an escalating path is beyond my knowledge right now. But from whwa tI remember a few months ago, it didnt sound like they were goign to do it, seeing as how randomly moving a large portion of a 00 alliances income is mean enough.

So, every 2 days, or immediately upon complete, a complex will move to a new location, preventging RA clones from whoring it out (or 'sploiting it)

Now, the 10/10's haven't changed and if you find the complex it will be the same as if you were running it as if it was a static complex, but the 10/10's will have some of the lowest sensor signatures in the game requiring a lot of time and luck to find.
