Uh yeah... that sounds like bullshit to me (but I agree it was leaked). Here's why it sounds like bullshit:
From my understanding, anyone (enlisted / officer) who has been in the military has a DD-214 as a record of their service. That includes their discharge and under what conditions. It's a public record and is NOT protected by the Privacy Act.
