How to get rid of virus .exe in system32 folder?

I still don't understand why Norton/Symantec doesn't have the feature of running before the OS loads so it can handle problems like this. McAfee will do it. It's a pretty important feature :/
 
Dunno, but good thing I don't have to pay a hundred dollars a year for a program to tell me "Could not erase this virus" and "Virus has been blocked"
