help identify this old PC game

I could have sworn there was this game back around 2000 where you played a mining ship on some alien world (possibly mars or the moon, don't remember specifically). You started at an abandoned mining base where everything was still eerily functional but low on resources. You get the base up and running while figuring out there are hostile aliens inhabiting the planet/moon. As far as I know the game took place solely on the surface of the celestial body. For some reason I want to call it Dark Orbit, but that's a different game.

The first stage of the game came free with some windows xp game pack I think.

You control the little mining ship/hovercraft from a top-down rts view, but it's more of an rpg I guess.

it's probably the hardest game I've ever finished. It actually gets harder after the hover bike level.
