But seriously, this is pretty simple:

By barring any Buddhist monk living outside China from seeking reincarnation, the law effectively gives Chinese authorities the power to choose the next Dalai Lama, whose soul, by tradition, is reborn as a new human to continue the work of relieving suffering.

This is a humorous way of them fucking with the Dalai Lama.
 
China is wonderfully improving their economical standing and woefully losing the slim amount of freedoms provided to the people.

Communism fills me with woe.

This is just another added to the long list of things China has done to conform it's populace.
