The vast majority of Tele's are bolt neck and I am certain that the guitar you linked to is in fact a bolt neck. For a Mex Tele in good condition that's a reasonable price, but not really a steal.

Bolt on. If you buy it, immediately go to your nearest Fender Daler and replace all the hardware and pickups with American made Fender parts. I have a 94 Custom Shop Tele. Before I owned that, I had a mex tele. The hardware and pickups make all the difference in the way it stays in tune and the tone.

If he's going to spend money on swapping out hardware and pickups, he could go with a lot better stuff than Fender.
