Around here lots of middle eastern guys are buying them up, most likely to send back to the motherland
It's a really easy problem to solve if the will was actually there.
Apple will know the IMEI of each and every phone in that shipment, and will add them to a blacklist, which carriers then import and stop the phones from registering on their network, making them useless. As noted though, not everyone around the world pays attention to those lists. Easy way to influence that is to not allow interconnection from those networks, both via GRX and in the IP space.

Yep. Most of the time, if you turn your phone back in for an upgrade, it ends up getting sent overseas and resold there.
