converting bitrate of mp3 files

wassup guys, anyone know the names of any software that will convert bitrates of mp3 files? most of my mp3s are 192kbit but i want to lower them to fit them onto a flash mp3

some names of the easy to use programs that you guys know of would be greatly appreciated.

yeah, thats true, but i want to try to fit a few more songs onto a 256mb mp3 player. something easy to use and preferably free or shareware but if its good and doesnt cost much then i dont mind paying for it :/
 
cool edit pro can do it. As I'm sure a couple others too. Maybe windows sound recorder can do it. Actually yes, I think it can.
