No way some solar panels can keep up to the (rather impressive) heat absorption/release characteristics of black asphalt, and for pennies against the solar panels Ben.

There could be some rather limited and small scale applications of this, though I can't think of any since it's usually done cheaper by just having a sign.

the cost of asphalt is tied to crude oil prices, and has been steadily rising for a decade. It will only continue to rise.
The cost of pothole repairs, repaving, snow plowing, ice and sand trucking, and other maintenance is on going and very expensive, $38 billion alone from federal funding. Individual states also have their own road funds as well.
Texas for example ranges between 2.7 billion in construction, and 334 million in maintenance, to 5.3 billion in construction and 462 million in maintenance over the last decade. They generally get 20% or less of their budget from federal funds. So, lets just say $100 billion a year in total for road funds in the US, though that'd probably low and it may well be double that.

Now factor in being able to sell usage on the fiber lines for data transmission, updated power grid infrastructure that needs to happen anyway and can be wrapped into the project, and the monies they collect from selling the energy to companies and cities and households and shit.

And modular road tiles that are easy to replace are probably easy to steal and raid for copper. Copper theft is a serious problem. Do you know what happens to abandoned houses in detroit? P.S. Before you think otherwise, I am a big fan of solar. Unlike wind, it is predictable and can be generated locally which takes strain off the power grid. But putting it in suboptimal locations without any sun tracking under heavily trafficked glass which is going to get scratched up and dirty is not a great plan for economical power generation.

P.P.S. If modular roadways with heat generation and LEDs layered over fiber and other infrastructure are such a great idea, why aren't they being implemented on their own? Why are they only viable when combined with very half-assed solar generation that could deliver 3x as much power when used with tracking and put in a good location? I honestly never considered theft, that would be a HUGE problem to that program (assuming it all works as they say/intend and there is actually something in place to implement it). All in all, I would start with parking lots where there is a lot of traffic just to power the nearby buildings, and see what happens from there.

Of course assuming it all works as they claim, apparently that is still up for debate.
