Texas for example ranges between 2.7 billion in construction, and 334 million in maintenance, to 5.3 billion in construction and 462 million in maintenance over the last decade. They generally get 20% or less of their budget from federal funds. So, lets just say $100 billion a year in total for road funds in the US, though that'd probably low and it may well be double that.
Now factor in being able to sell usage on the fiber lines for data transmission, updated power grid infrastructure that needs to happen anyway and can be wrapped into the project, and the monies they collect from selling the energy to companies and cities and households and shit.
