This guy is terrible at XCOM. If you're playing on classic or higher, never put anyone in partial cover unless they're hunkering down. If you have a shady looking shot, don't take it. Wait for a better one.

I'm not sure why you'd ever want to give an assualt a rifle instead of shotgun either.
