windows 2000 - computer detects CD-RW but does not assign drive letter

well i went to an onsite yesterday cause a customer's scsi cd-rw doesnt get assigned a drive letter. hes running 2k pro on an 11 computer network. burner shows up in bios, all jumper/cable settings correct. burner shows up under hardware, no probs, all drivers installed. i put sp4 on it, all updates are done. i've switched it from primary to secondary, and vice versa. it wont assign it a damn drive letter. i picked up the computer this morning and am testing the drive on my XP machine here....any ideas? i'm at lost.
 
in computer management -> disk management?

i could swear i went through that, let me recheck

Make sure he doesn't have all the drive letters turned off through TweakUI or something...
