VGA Video Driver Problem

My friend recently bought a computer with the biostar m7vkq, which has on board video, and I said i'd set it up for him. I'm having a problem with the driver for the onboard video. When i try to load windows (98 or me) i get an explorer.exe error a problem with user32.dll. When I roll back the drivers to the standard windows drivers there is no error, but I can only work in 16 colors at 640x480. I've downloaded updated video drivers, and chipset drivers, and that hasn't fixed it. Anyone have any clue on how to fix this? Thanks

Yep, I already upgrades the drivers, he didn't ask my oppinion on his board just bought it. I just tried a copy of 2000 still no go, and don't have a copy of XP but i guess i could acquire one. I guess i could just buy a cheap pci video card, the machine's not gonna be used at all for gaming.
