Turn-based PC games

My bro is a big fan of the turn-based starcraftish type games. He's an odd child that seems to get nervous when he doesn't have plenty of time to plan everything out to the letter. So anyways, it's his bday and he asked for a 5-6 year old game I can't find anywhere: Liberation Day. I'm wondering if anyone could recommend a more modern turn-based war game (as opposed to clickfests like starcraft/warcraft)that will run on an older machine (like 700 mhz).
 
civ 3 will run.. it'll just get slow as fuck in the later part of the game... but tolerable, i run it on a 300mhz cely oced to 500
 
I played the game demos of Incubation and the addon pack, that was a decent turned based game. Tell him to check those out, see if he wants that.
