First of all, wtf is a "south pole radius" and "north pole radius"?

Edit: Oh never mind I was thinking diameter and not radius. I guess it's the distance from the pole to the equatorial plane

Second of all, it's nothing new that the earth's diameter is larger at the equator than across the poles.

The earth is very very nearly perfectly round and perfectly smooth. If you reduced it in size to say, a basketball, mountains and canyons would not be large enough to even feel, and the shape would appear perfectly spherical. The oceans, at their deepest points, would be like a thin film on the surface.
 
That's just pure math to calculate the figure of the earth using the earth's gravity fields.

If it was a perfect sphere both the equatorial and meridional circumferences would be the same. They're not. The circumference of the equator is approximately 67 kilometers longer than the circumference of any meridian. It's called an oblate spheroid or, to the public at large, a pear-shape.
