They already had plans in place in the event of a server being seized or being forced out of a colo. There wasn't really any doubt it'd pop back up. Hell, someone even made a complete site rip of it and every torrent on the site and made that a torrent for download.

The Pirate Bay team has always anticipated an unwanted disconnection of the site. After their servers were raided in 2006 several measures were taken to ensure that the site could simply come back online from a new location in a few hours, and this is the first time that this backup plan had been executed.

it just took a while for everyone's dns to catch up

edit: however the closer-downers did manage to make it so there aren't any new torrents from yesterday on the top 100 list
