actually i have had this problem before. It is either 1 of 2 things.
1) the s-video cable is bad and needs replacing
2) the connections on the TV/monitor or the source are not good.
I had a situation where the s video cable going from my PS to my receiver had a bad connection at the cable to reciever end. Only thorugh extensive bending did i eventually find a position for the cable where the picture would the be a color image. Try screwing with the connection while someone watches the monitor to make sure of any possible changes from color to black and white.
