PayPal Currency Balances

I just found this feature...
It looks like you can convert money you have in your account to a variety of other currencies...
Couldn't you use this to easily bank on fluctuations?

There's a fee for such conversions. You'd have to overcome that to make any money from it.

On a somewhat related topic..

PayPal charges me $.33 plus a percentage on every incoming payment just for the ability to accept credit card payments when needed.

Does anybody know how to receive credit card payments, but not have to pay the fee on every transaction (ie not on paypal to paypal transfers and the like)? I contacted paypal but their customer service is not helpful at all.

Somebody mentioned one time that they were able to do this, but couldn't explain how...
