Need Help with HTML Style sheets

I am pretty new to HTML, and I am trying to setup style sheets to use for a webpage.

The layout I want is a simple, Title on top, then navagation bars down each side. I am using tables to get the layout I want, but I have no idea how to create a style sheet so that every page will use the same layout with the same menus and such.

If anyone knows a good website that can walk me through it could you please link it here.

I have looked around on google, but most of the sites I have found tell you how to setup headers using style sheets. I need to know how to setup the entire layout as a style sheet if that's even possible.

yeah, CSS can help you have the same LOOK on each page, you can even use CSS positioning instead of table, but for the actual CONTENT you're going to need something like php include or ssi
