[Monitor] Trouble with Refresh Rate

My old Viewsonic G810 just died. I was running a refresh rate of 75Hz @ 1600x1200. I just installed an LCD monitor that does not work with a refresh rate greater than 60Hz. Therefore, I cannot boot into Windows to change the refresh rate. I am currently running in VGA Mode which does not allow me to adjust the refresh rate. I have tried starting in Safe Mode and I tried uninstalling the Video Driver in VGA Mode, neither of which allowed me to get into Windows.

Besides using sandpaper, what should I do?

edit: oh, i see the issue. Uninstall video card drivers in safe mode.

I can't boot into Safe Mode because the refresh rate defaults to 75Hz.

I uninstalled the Video Driver in VGA Mode (the only mode I can use to boot into Windows) and that didn't allow me to boot into Windows normally.

I'm currently looking into editing the Registry, and crossing my fingers that I don't totally fuck everything up.
 
i think if you change the display driver to 'standard VGA adapter' it should have worked

but i guess that works too
