Is there a way to whois an IP?

I have the IP of someone who is sorta stalking me on a webpage... i would like to know who they are, is there a way to do a whois on an IP like i would on a domain name? or am i just sol.

I think samspade and arin.net will show the location of whatever entity owns the IP.

This might be more accurate:

One time I got lucky with an IP of a cocknibbler that was trying to haxx0r me, and I was able to track his IP down to a very small town in the midwest. I then went to terraserver.com and sent him a satellite photo of the place, and damn if his house wasn't in the picture. He nearly shit a brick thinking I was coming to beat his ass.

Using their site, I just found out that in actuality, I am a Google Bot Crawler. Number 15 to be exact.
