Despite all the building regulations in CA, it seemed like parking lots and such were not really made to drain water well. A heavy rain would leave a lot of water in many parking lots, more than other states I've been in.

Each rain washes so much built up oil and sewage of the streets and sidewalks the ocean is too polluted to swim in for a while after.

Los Angeles has fresh air for about a single day after a heavy rain, then that signature stale air smell of the city is everywhere again.
