Internet Uptime/speed tracking

I'm looking for a program to track Internet uptime, and possibly speed. Different people on the network keep saying their Internet isn't working...and them magically works a few minutes later. Despite consistent speed test at 30 Mbit, it seems slow as fuck something. Sometimes it seems down, sometimes is just seems "delayed".

I'm trying to track if it is actually going down (they may just be too impatient), and how often (so I have some real info to yell at my ISP with).
 
a 3rd party router firmware like Tomato will show you uptime and has pretty graphs for speed

google provides many results.


but i'm going to say tomato even though i've never used it...because that is the answer to any thread regarding tech stuff these days.
 
hire a chinese gold farmer

when he can't toil his miserable life away due to lag, he'll upgrade your ram and that will fix it
