Good Audio Editing Software

I'm looking for a relatively cheap (< ~$100 USD) or free piece of software that can record from the line-in port on my soundcard to wav/mp3. This is a gift for someone so it needs to actually be purchased or free :) I'm not putting illegal software on someone else's computer.

I'd also like to find something with the ability to do some basic editing like volume, cutting out parts, splitting files, etc... Nothing too fancy is necessary though.

But it doesn't make much of a gift since it's free to download.
Free is fine too... It's for my dad. He wants to convert all his old audio cassettes to CD, so I'm just trying to find something basic that will record and let him split the recordings into tracks, change volume, and all the little things necessary to make a CD.
