Cutting movie scenes for TV

ion network is doing a Bond marathon and just fit the movie GoldenEye, which is 130 minutes long, into a 90 minute slot with commercials. Entire major parts of the movie were cut, and entire roles. For example at no point do we see M or Q. It was ridiculous to watch.

How can that be ok?
