This is ADSL2+ at 24/3.
Pretty standard for the speed to drop the further you are from the DSLAM.

I requested a migration to VDSL2 earlier today. Max speeds of 50Mb down and 6 Mb up. It's still affected by distance but less than ADSL.
Man I wish there was fiber around here

For now I'm just glad my ISP runs their own newsserver with 500+ days retention.
