This would be my issue at the moment. I'm actually enjoying PvP which strongly suggests an SF build, but I really need better gear which means I should be PvE spec'd for AQ20, etc.

Well you need a better offhand. Any advice I give is always predicated on having the best gear possible, unless specific gear levels are mentioned beforehand.

For where you are right now, no, you don't need it, you're only missing one point (though you could put 1/2 into Wep. Exp and get a slight bump).
