Yeah I'm not entirely convinced two MMOs couldn't indirectly compete with each other unless they were on different platforms. I mean there isn't much variety in the MMO market, the only successful ones have been RPGs with the occasional FPS or hybrid to make a valiant effort.
The only way they could make a second MMO and NOT have it compete with WoW would be to (as others have said) make it a console game or it would have to be so ground-breakingly innovative it'll redefine the MMO genre. And Blizzard never has been the innovative type, their own strength lies in polishing the fuck out of already-established genres.
Even then, would an MMO for consoles be feasible? Would console players be willing to pay a monthly fee for a game? The 360 crowd already pays for Live service, that that one fee covers all games.
