Best roadmap for ship design?

I used the roadmap for a calderi pilot and I'm all over this game right now. I want to create an alt for ship design/building later, any advice on character creation?

Also, I was a shipwright in SWG and loved it (even though the ground game sucks), any walkthroughs or advice/links for crafting in EVE?

High Int and Mem for science and industry skills is the biggest thing. Just play around with creating a character until you find the best setup.
 
Should I still stick the the 8 base perception rule or just throw evrything into Int and Mem? And do I have to chose between designing and building, or can I do both?
 
I dunno where blueprints come from, but basically you buy them from somewhere, get all the minerals (and other material components) in your hangar, and manufacture.

Higher skill levels reduce the amount of time or materials used in production, or let you do more than one at once.

Copying blueprints, or researching them to reduce material or time requirements, has similar skill results.
