Did you edit defaultClientPrefs.cs or ClientPrefs.cs in \config?
Default reticle is in base\entities named h_reticle, if you don't have entities folder then uzip file entities.zip in base\

for some reason he put the FOV command in his /config/modules/sp1.acs.cs file

its a personal preference type thing that has no place in a 'service pack'

like if MS put out a service pack that set everyones monitor resolution the same
and then buried the resolution setting in a file somewhere you have to find or override
