Tepco has now announced that unit 4 achieved cold shutdown at 7.15 pm on 15 March. Water levels are now stable in all four reactors and offsite power is available, the company said.

That's Plant #2. The one that just has the 10 km evacuation.
They have offsite power.
The Plant in question is Fukushima-Daiichi which is farther north, has had all the explosions, have no power, etc..

If you also want to get technical though, look at the house on the bottom left. The roof and the walls (most of them) seems to be extremely clean as well.

Tokyo Electric Power Co (Tepco) has just announced it is abandoning the plan to use helicopters to drop water as it would be too impractical, AP reports. It said other options were being considered, including using fire engines. Our correspondent said there had been concerns over the proposal, not least because of the possible health impact for the helicopter pilots.
