Chris Knight solved that problem almost 40 years ago. It is possible to synthesize excited bromide in an argon matrix. It's an excimer, frozen in its excited state. A chemical laser but in solid, not gaseous, form, capable of extracting at least ten to the twenty-first photons per cubic centimeter which gives one kilojoule per cubic centimeter at 600 nanometers, or, one megajoule per liter.

What state has the strictest gun laws?
Everyone knows it's California, you don't even to look it up.
What state has the highest number of total gun deaths?
It's almost always California - Google it yourself
So it's easy to see gun laws in the USA are ineffective. So what if you can't pass a background check, there are hundreds of millions of guns available and all you need is a little determination.

that is a 100+ kw laser on a truck - its a big system
10 things coming at you at 100m per second. You start shooting at 7km and each shot lasts 5 seconds, with some time between shots to track and fire on the next (3 seconds maybe?). Math says you probably don't get them all.

just gonna have to figure something else out to help the problem.
i am going with opening up insane asylums again to get some of these obvious freaks off the streets.
also, heavier punishments for gun criminals, and actually enforce them.
