Rules must have changed. My kids were born here and lived here all their lives and are not entitled to citizenship. That said the UAE are gradually relaxing visa regs and opening up new types of long term visas, so that may change in a few years.
I can't speak for the laws in Florida but in UK the age of consent is 16. I met her a few months short of her 18th birthday.
