I get it, but there are some heists that seem to auto trigger bans. I don't know how to do it but the nightclub has one that awards 1 billion dollars.

and as plasmatic mentioned earlier, just about all of the cheats are client side, so only real ability to catch cheaters is by observing them in game or their bank accounts go up a crazy amount too quickly.
